Actually, your question does not really relate to the Philippine Dual Citizenship Law. In fact, your son can automatically become a citizen of both the Philippines and the USA very easily. As you said, because of his US birth, he is already a citizen of the USA. In order for him to be a Philippine citizen all you need to do is contact the Philippine Embassy in Washington DC, or the Philippine consulate nearest you and file a report of his birth. After you file the necessary paperwork, he will gain his Philippine Citizenship.
